How to remove the spare wheel cage.?

Iv been trying to remove this to clean the rust of and repaint it. I dont see how it is supposed to be removed however.
Anyone know?

it cant be welded in can it? because it needs to drop down a little when you lower the bolt for the spare wheel. Mine was taken out for my exahust and it looks like it just kind of clips in at the back and then has the bolt holding it in at the front. If that makes sense?

it clips out mate just push right side and pop it out and move it and the left comes out to
